The PZL-130TC-II ORLIK aircraft is a single-engine, double-seater (tandem layout), cantilevered low-wing aircraft with a turboprop engine. It has a fully metal stressed-skin design and a retractable three-wheel landing gear with a front wheel.

The aircraft was designed according to airworthiness standards stipulated in FAR PART 23, including amendment 28, for a wide range of training stages and military pilot training. As a result of this specific design, the aeroplane has flight and piloting properties matching jet aircraft. The deciding factor was the aeroplane concept adopted by the designers:
– overall aircraft geometry, low aspect ratio wing, high wing loading, and low power loading; – the cockpit interior layout in terms of ergonomics and equipment in instruments resembling a typical jet aircraft cockpit.
